How Malaysian universities set the rules on AI

Malaysia has no single national AI-declaration form. The rules come in layers, and your institution sets the detail.

The regulator's baseline. The Malaysian Qualifications Agency's Advisory Note No. 2/2023 (31 March 2023) says higher education providers must give staff and students clear guidance on generative AI, and that students should use it responsibly under their own institution's academic rules [1].
The ministry guideline. The Ministry of Higher Education's generative-AI guideline for teaching and learning, first printed in 2024, tells each institution to state clearly how AI use is referenced in academic work, and says misuse can lead to disciplinary action under that institution's existing rules [2]. For reports, theses and dissertations, all content must be properly acknowledged and AI cannot be listed as a co-author, while proofreaders, proofreading tools, spelling checkers and thesauruses carry no limit [2].
Public universities. On 29 January 2026, Deputy Higher Education Minister Adam Adli told Parliament that all teaching-and-learning centres at public universities use the guideline as a reference, and that AI is meant to support learning, not replace students' own understanding [3].
Your university's own policy. Universiti Malaya's AI policy (Version 1, effective Semester 2 of Session 2025/2026) requires a declaration whenever students use AI in assignments where it is permitted, and says failing to declare may be regarded as academic dishonesty [4].

No detector reads Malay reliably, ours included

No AI detector we know of scores Malay reliably, and that includes SupWriter's. Turnitin checks long-form writing for AI in four languages only (English, Japanese, Spanish and Modern Arabic), so it doesn't process a Malay paper at all, and the AI indicator stays empty or shows an error [1]. Originality.ai's 31-language list excludes Malay; it lists Indonesian, but that isn't the same as covering Malay [2]. GPTZero's list of fully supported languages has no Malay on it either [3].

Our own detector failed outright on Malay [4]. We ran eight human-written passages from pre-2020 Malay Wikipedia through it, and every one scored 100% AI. Its scores on rewrites were just as unsteady: one draft, rewritten twice in default mode, came back at 0% once and 100% the other time, and two aggressive-mode rewrites of it scored 12.8% and 88.5% [4]. A checker that calls human writing fully AI can't tell you whether a rewrite reads naturally, which is why the Malay samples above carry no score.

So don't trust a Malay AI score in either direction, whether it's high or low and whichever tool produced it. Universiti Malaya's guidelines say detection software should not be used as conclusive evidence of academic misconduct [5], and the ministry guideline's Turnitin example is about capping the similarity index, which measures matching text rather than AI writing [6]. Declare AI help the way your course asks, and keep your drafts and notes.

Writing notes

Choose Malay in the editor whether your course calls the language Bahasa Melayu or Bahasa Malaysia. Dewan Bahasa dan Pustaka (DBP) notes that both names are in use.
Check spelling against DBP's PRPM portal, which includes the Kamus Dewan dictionary. Rewrites can introduce misspellings: our email run turned “sesi” into “sessi” and “laporan” into “lapuran”.
Keep Malaysian vocabulary rather than Indonesian: “universiti”, “kereta” and “polis”, not “universitas”, “mobil” and “polisi”. Look twice at any word the rewrite added that you wouldn't normally use.
Formal academic Malay avoids bahasa rojak, the Malay-English mixing that DBP's Kamus Dewan defines. The essay rewrite above swapped the draft's “tugasan” for the English-derived “asignment”, so change words like that back.
In a work email, keep the standard greeting, one form of address and every point from your draft. The email rewrite above replaced “Selamat pagi” with “Pagi yang bahagia”, switched between “tuan” and “anda”, and cut the draft's improvement suggestions to “dan lain-lain” (and so on).

Malay questions

No. Malay isn't one of the four languages Turnitin's AI-writing detector handles, which are English, Spanish, Japanese and Modern Arabic in long-form text, so a Malay submission gets no AI percentage, only a blank or error indicator. Malaysian universities still use Turnitin to check similarity: UiTM's library, for instance, says student submissions go through a lecturer's Turnitin Originality account rather than being checked by students themselves.

For written academic work, expect to acknowledge it, but the format comes from your institution rather than one national form. MoHE's guideline says all content in AI-assisted written work must be acknowledged and asks each institution to set how AI use is referenced; Universiti Malaya requires a declaration wherever AI use is permitted. Check your course outline, and if it's silent, ask your lecturer before you submit.

Because AI detectors aren't reliable on Malay. When we ran eight human-written Malay passages from pre-2020 Wikipedia through SupWriter's own detector, all eight scored 100% AI.
